Is the Winco KFP-123 a sharpening steel or a honing steel?

It is a diamond-coated steel, so it does both. The diamond grit removes more metal than a smooth steel, which lets it true and lightly sharpen an edge, while the extra-fine grit is gentle enough for regular honing and final polishing between full sharpenings.

How long is the rod?

The rod is 12 inches long and 12 mm in diameter, round. Overall the tool measures 17.5 x 2.0 x 1.5 inches including the handle.

What is the handle made of?

A comfortable plastic handle with a built-in protective finger guard to keep your hand away from the rod during use.
