Is the Winco KSP-2 manual or electric?

It is a manual handheld sharpener. You draw the blade through the carbide and ceramic stages by hand, so there is no power or cord required.

What is the difference between the two stages?

The coarse carbide steel blades set and restore a dull edge, and the ceramic rods hone that edge to a finer, smoother finish. Use the carbide stage first, then finish on the ceramic stage.

Does it stay put on the counter?

Yes. The soft-grip ergonomic handle has a non-skid base, so the sharpener holds steady on the counter while you pull the knife through.
